I had a virus on my computer and used the msconfig utility in order that the computer would only startup in safe mode. I reset the msconfig to normal settings but now it won'tshutdown when I click shutdown.

If this option is not set in Windows 98 Second Edition, your computer may reboot instead of shutting down. The rebooting occurs during the systems settings screen. I can use safe mode thou. This is a brand new hard drive and BIOS was upgraded to latest with auto detect. The windows loaded still has not completed hardware detection so I can not tell which drivers are failing. Shutdown problems in Windows 98 Second Edition can be caused by any of the following issues: The Fast Shutdown registry key is enabled.
There is a damaged Exit Windows sound file. A program or terminate-and-stay-resident TSR program may not close correctly. An incompatible, damaged, or conflicting device driver is loaded. The computer contains incorrectly configured or damaged hardware. There is a video adapter that is not assigned an IRQ in real mode.
Some of these, although not all, may have been overwritten or lost. It is not the best recovery method but may work in a pinch.
Things can become even more complicated if this is an OEM install rather than a shelfed store bought version. Perhaps these questions should have been covered from the get-go but better late than never. What started it? It may also help to know if any errors are going on behind the win98 clouds.
You can temporarily suspend the clouds if you hit the tab key while the clouds bootup logo are running. The other option is to edit the msdos. I'm pretty sure you don't want to do this unless you have to and you don't. Show Ignored Content.
